OTS (Operating Tax Systems) Joins Qualcomm Alliance Program

States Begin Requiring UCRA Fees - The Unified Carrier Registration Agreement (UCRA) has begun requiring interstate carriers to register and pay the fees which are imposed under this new program.
The UCRA, which replaced SSRS (Single State Registration System) when it was repealed by congress on 1/1/07, is a base state program which requires all carriers that operate in interstate commerce to pay the UCRA fee. Many companies which were not subject under SSRS including private carriers, brokers, freight forwarders and leasing companies are now subject to register and pay a flat fee based on the carrier’s fleet size.
You may register for UCRA in one of two ways. Any carrier my register directly with its base state under procedures set by the base state. It is anticipated that all states will accept mailed registration and walk in traffic. While some states may operate on-line systems, there is currently one national on-line system which is developed and hosted by the Indiana Department of Revenue. This was developed on behalf of all participating states and is available at www.ucr.in.gov.
Unlike SSRS fees, UCRA fees are not per vehicle, but are levied per fleet. Nor do the UCRA fees depend on where a carrier has traveled. Instead the size of the fee depends only on the number of commercial vehicle it operates. For this purpose, commercial motor vehicle includes trailing equipment as well as power units. The total of vehicles will in most cases be the same as the carrier reported on the U.S. Department of Transportation on its latest Form MCS – 150. The UCRA fees are:

Brokers, freight forwarders, and leasing companies that do not operate trucks of their own will owe $39.
